Adding Columns/Rows to Table - Missing Plus (+) Sign Within a Circle

I have 2 tables with created and using within Word 2013 version.

One table has the Plus (+) Sign Within a Circle to add a row or column, the other does not.

I am able to add rows/columns in both tables using other methods.

I want to have the Plus (+) Sign Within a Circle for both tables.

Suggestions?

    Thank you both (@Suzanne and @Charles) for your responses.

    Unfortunately there is sensitive information and I am not able to share the document.

    I believe it is related to something in the table being protected, as I can not delete certain rows or columns. There is no "Restrict Editing" set. And I do not get an option to "Remove Content Control".

    [update] I may have solved it from an investigation of the 'Content Control Properties' for some fields that were inserted. There is a setting within the 'Content Control Properties' window that manually allows a "Content control cannot be deleted". This has been turn on, and it appears I'll have to open each item up to toggle off the option.

    I thought one table might be set to have text wrap around it and the other not.

    However, both will use the add row/column circled plus sign.

    Can you supply a link to a sample document that has both?

    Why a sample file is important for troubleshooting - - - - - - - and how to do it.

    Perhaps the table that doesn't have the buttons to add rows/columns is in Compatibility Mode?
