I understand your concern and would like to let you know that I have tested the behavior at my end where opening the Form or Quiz in the Microsoft Forms doesn’t automatically refresh the tab. In this situation, I would like to suggest you to access the Microsoft Forms in the InPrivate or Incognito window of the browser and check the outcome:
Open the Google Chrome> Click on the three dots at the top right> New Incognito window> Access https://forms.office.com > Enter your Office 365 account details> Open the Form and check the outcome.
If no issue, then the problem is with the browser and suggest you to clear the cache of the browser and check the outcome.
If still the same issue, can you please check with the other users in your Office 365 organization whether they have the same issue?
