    Regarding your query, please try the following formula, and then check if it meets your requirements or not. I assume you use the Excel desktop app. If not, please point it out and let us know.

    Let's say you want the static date stamp to be in B2.

    1. Change the Excel settings.

    Go to File> Options> Formulas, under "Calculation options", tick the option "Enable iterative calculation".

    1. Put the formula in B2. Select B2, set the cell format to "Date" and choose the related date format.

    =IF(A2<>"",IF(B2<>"",B2,NOW()),"")

    1. Enter anything in A1.
