MS Forms, missing option for adding a question type 'File upload'

I would like to use Microsoft Forms to send a form to users (outside of my organization), where they would need to attach files under one of the questions.

I noticed that under my current version of MS Forms, I do not have this question type listed (image in the attachment).

From previous similar questions I was able to find, there were also mentions of this option only being available for sending to users 'inside my organization'.

Is this something that I could send to users outside my organization?

If so, what licenses would be required to enable this option?

    Good day! Thank you for posting to Microsoft Community. We are happy to help you

    I would like to check whether is your form shared externally? If so, the file upload option won't be available as files can only be uploaded if the form is restricted to only people in your organisation. This has nothing to do with the license.

    If you want to share with a specific user, you can contact the admin user to try adding him to the guest user of your organization:
