Footnotes cannot be edited

Hi, how can I edit and add more footnotes to a completed document? The document seems to be a dud because any new footnotes are added below the original footnotes and start at 1. This is the case whether I track changes or not. At the end of each page and next to or below the last footnote on a page there is a section break that I cannot get rid of.

Can you please help?

    Perhaps the original footnotes in the document were not inserted with the References | Footnotes | Insert Footnote feature but just typed below the text? In that case, you will have to copy the content of each one and insert a real footnote, then delete the existing one.
