While I am not sure that there is an issue, try converting the footnotes to end notes and then convert the endnotes back to footnotes.

I have an MS Word 2016 file where the footnotes may be partially corrupted. When you mouse hover over a footnote number in the main body, the footnote number and footnote text display. I am under the impression that only the text should display for a properly inserted footnote. Is deleting/recreating each footnote the best option or is there another option?

I checked the Word file again. I am fairly certain that there is an issue.
In the footnote text area the footnote number is part of the text. I also reviewed the footnotes via the show notes utility in draft view. As far as I know, each footnote number should have a rectangle around it when the paragraph icon is selected. If I remember correctly, when a footnote is inserted, there is proper renumbering in the main body of the Word document but not in the footnote text area.
In summary, the footnote number in the main body seems fine but the corresponding number in the footnote text area is now part of the footnote text.
