Regarding this situation kindly check with your organization Admin the subscription you are using. Generally, this means that you are not eligible to install Microsoft 365 Apps. You may check this You currently have not been assigned an office license that includes the Office desktop apps - Microsoft 365 Apps | Microsoft Learn

If your subscription is Office 365 A1 subscription has web version of Word, PowerPoint, Excel, OneNote, and Outlook. This plan does not include desktop version of Office apps, and this is the reason you are unable to download Office apps from your Office 365 portal.
