Cannot enable multi-factor on user's account

Hi Team,

I need your help with enabling/enforcing multi-factor authentication on a user's account. I have tried to use the 'manage users' settings' prompt, but I keep getting error messages. I have attached a photo of the error for reference. I would appreciate your assistance with this issue.
