I'm sorry to hear that you're having trouble enabling multi-factor authentication on a user's account. In order to understand your query and provide possible solution, May I please double confirm if you want to enable and enforce MFA for all users or individual users in your organization?
- May I please know if the users account in question has an active Microsoft 365 or Office subscription? if yes, could you please provide us the subscription type?
- May I please know if the issue is one specific account or all account in your organizations?
- May I please double confirm if you tried to enable and enforce MFA through Microsoft Entra ID admin center? if not, kindly Sign in to the Microsoft Entra admin center -->Browse to Identity > Overview > Properties -->Select Manage security defaults > Set Security defaults to Enabled > Select Save. You can refer to Set up multifactor authentication for users - Microsoft 365 admin | Microsoft Learn After Enabling security default, Go to Users -->All users -->Select the user account you want to enable and enforce MFA -->Authentication Methods -->Add Authentication method -->Choose Authentication Methods.
