If the tenant has mix and match of license like basic and E5. Share Point Online folder has been configured and labels applied to the folder using Microsoft Purview using E5 license.
the files contained in folder should only be accessed by specific department group (say group A) and cannot be downloaded by other groups.
what will be the behavior for a user having basic license and part of group A and trying to access / download a file from the protected folder.
What will be the behavior of the same user with basic license who is moved to group B.

Good day!!
I understand your concern and to my knowledge, the type of the license is required for applying the labels on the content in the SharePoint Online and after the label are applied at the site or folder level, the policies will be applied to every users irrespective of their license assigned.
So, if the user from the different group tries to access folder which is protected from downloading, they won’t be able to download the folder or content inside the folder because of the policy applied and only the users who are part of the group A will be able to download irrespective of their license assigned.
If the Microsoft Business Basic license user is moved to Group B, then the user with Microsoft Business Basic will be able to do the actions based on the policies applied to the Group B and the user won’t be able to download the content which belongs to Group A based of the policy applied on Group A.
