OneDrive Sync problem

I have Windows 11 Pro x64 and a Microsoft 365 Home subscription with 1 TB of Cloud storage on my stationary PC. Most of my storage is taken up by photos and videos registered in Adobe Photoshop Express organizer 2024. The database of files (SQLite) as well as a bunch of cache files and JSON files are stored on OneDrive as well. By doing it this way, I can access my photos and video's from my laptop when abroad and I get a safe backup (I hope).
When Photoshop Express runs, it locks a number of files, preventing OneDrive to sync. I understand the need to do that. But even after restart, these files remain unsync'ed. OneDrive, however, reports "Your files are sync'ed" (see below). This sync problem also prevents OneDrive to sync other folders and worse: I cannot access my "Personal Vault". Some folders get sync'ed, others do not. I guess OneDrive sync's folders in a predefined order, then bails out, when it hits the first folder with a problem. There are no error reports in Event Manager.
I keep a local copy of the photage through "Always keep on this device" for speed reasons. I cannot disconnect OneDrive and connect again to update some sync-database because I have a limit of one TB a month network traffic. I have tried syncing manually by moving the files into OneDrive online through a browser but the problem immediately reappears. I assume that somewhere, there is a broken sync-database that it should be possible to repair but I have looked in vain on the net for a technical description of the sync-mechanism.
I think I have tried all the ways proposed in Microsoft articles to fix this problem but in vain.
