Cannot Save a New Excel File

When I save directly to OneDrive or to the sync'd folder on my PC I get this error. If I save to an attached USB Drive and drag it to where I want to save it via Explorer, it works. I have this issue on both my Windows 10 PC and Windows 11 Laptop. This happens only when trying to save a new file. If I open and existing file and edit, AutoSave works appropriately.

This error is only while SAVING newly created Excel Sheets. None of the bullet points in the error message are applicable.
