Usually this will happen when :
- The user is not present in the cloud in the organization, Whoever is invited should contact their administrator to sync their identity to cloud after that they should be able to accept the invitation.
If the user already exist on On-prem environment, what the administrator can do is include this user in the sync scope to export this user to Cloud Azure AD. - The account does not exist, but they do have a tenant already in Azure AD, so he is unable to create a MS account using the same email address
