Issues with SharePoint

I am having an issue with SharePoint. I uploaded an excel workbook from my desktop, but now I am not able to open that workbook with the desktop app, only through my browser. Is there a way I am able to open the workbook on the desktop app again?

    When I try to open the file in the desktop app, I get a banner saying "Refresh Recommended, A newer version of this file is available on the server. I go to save a Copy but it just saves an old version of the workbook I had uploaded, and It gives me the option to discard changes but that does nothing. I am able to log onto another computer and open the file in the desktop app, but if it is a computer that I had the new workbook open in before i uploaded it to SharePoint, I can not open it in the desktop app.

    2. Does the problem happens with the specific Excel workbook or all Excel workbooks in the SharePoint Online?
    3. Do other users who are having access to the SharePoint Online where the files are uploaded are having same issue when opening the files in the Excel application?
    4. Do you encounter the same behavior with other Office files?
    5. Are you trying to open the files directly from the SharePoint Online Document Library or synced folder of Document Library via double-click?
