Visual Studion not launching after Installations

My Visual Studio Community 2019 refuses to launch after Installation, even after repairs , it is still same thing.

Who can assist me, my PC configuration is Windows 8.1, 8GB Ram, Intel Core 5.

    Please have a try with the following steps:

    1. Use the .NET Framework Repair Tool: https://www.microsoft.com/en-us/download/details.aspx?id=30135
    2. Upgrade your .NET runtime to 4.8: https://dotnet.microsoft.com/download/dotnet-framework/net48
    3. Restart your computer and launch your VS again
