I am using Microsoft 365 and am having this exact problem. Nothing I have tried works. Track changes is not working. Is there any other program I can use that will show my changes so students can see what I am deleting/adding/changing/suggesting?

If this is a document that is being shared, you may have to choose the Lock Tracking option to prevent the changes from being turned off. You will find that option on the Track Changes drop down (in the Tracking group) on the Review tab.
If you are referring to something else, please elaborate.
