Mail user creation failed! Cannot process argument transformation on parameter 'MicrosoftOnlineServicesID'

Hello,

In Exchange Admin Center->Recipients->Contacts and I choose Add a mail user, after filling in the necessary information it just reports this error.

Mail user creation failed!

*Cannot process argument transformation on parameter 'MicrosoftOnlineServicesID'. Cannot convert value " ******@domain.cz" to type "Microsoft.Exchange.Data.WindowsLiveId". Error: "' *****@domain.cz' doesn't conform to the Windows Live ID format or the SMTP address format. It has to be a Windows Live ID or an SMTP address and can't start or end with blank spaces."

The error is not in the entered data, a colleague can create it because he has a global administrator, which only he must have.

However, in the Office 365 Admin Center, user roles can be edited more extensively and assigned only certain permissions.

So I want to ask what exactly do I have to allow to make it work for me without being a global administrator?
