I understand that the previous troubleshooting did not work
Please make sure that you are using the same email that you used to set up email to OneNote function. Because you might be using a different email account. Please also try to check the profile icon and see if you are using the correct email account.
If the issue still persists. then I suggest you to contact our Live support by following these steps.

2.It will ask you to sign in to your personal email account
3.Once you have logged in to your account. it will ask you to choose a product.
4.Choose "Office"
5.Then select "Get Home Service"
6.You need to provide the problem you are having or you can type there, "Unable to send an email to onenote.com"
7.At the bottom of the page. Select "Contact Support" option.
8.Select the "Microsoft 365 and Office"
9.In the category, you can choose "OneNote or Microsoft Office 365" and confirm.
10.It will ask you to choose a support option. Its up to you if you want to change the locate.
11.Next, select "Chat with Support Agent in Your Web Browser"
- It will automatically direct you to live support.
