OneNote not syncing properly between Android app and Windows 11 program.

Hi. I cannot get OneNote to sync properly. When I create new notebook on the Android app, it doesn't appear in desktop app at all. If I create something on the desktop app, it appears normally on Android app. I've tried logging in and out, going to file -> sync but nothing has helped. Is this normal behavior for this app?

    I found out what the issue was. Coming from Evernote, I was assuming all my notebooks appear automatically on the notebook list, but apparently I needed to open them manually on PC (a bit weird if you ask me, especially when I didn't need to do that on the mobile app). Everything syncs properly once opened.
