In the admin.microsoft.com I am trying to add license for my another account.

I am a developer. In admin.microsoft.com I am trying to add a license for another account to test the app in the Teams. Previously I did It successfully, but now it is not possible to select the license. I can only create an account without any licenses, but in that case, I can't enter into the Teams app at all.
Could you please help me?

    O365 is not currently supported here on Q&A. The product group for Office 365 actively monitors questions over at
