Microsoft Power Platform Licensing - what license(s) do I need?

I have a small team hoping to use Microsoft's Power platform, both for creating a portal site for guest users (Power Pages) and creating workflow automations (Power Automate). We have previously worked with a developer and have an Azure subscription. However, we are transitioning away from developer resources (cost) and toward low-code solutions.

The different licensing options for the Power platform are a bit confusing, so I have a few questions. First, some context:

  1. I am the only "creator" on my team. We will have both internal and external users - totaling ~15 users (able to access and interact with the portal site).
  2. I will need access to Power Automate's premium features.

Questions:

  1. Am I able to link my Azure subscription to the Power Platform and avoid having to pay for additional licenses to develop & publish via Power Pages and Power Automate?
  2. If I need to get a separate Power Pages subscription, does it make more sense for me to just sign up for the $200/site/month for 100 authenticated users? Or a pay as you go plan? Do I also need a separate "creator" license?
  3. Do I need to sign up for a separate premium Power Automate license, or will I be covered with my Power Pages license?

My goal is to avoid overpaying / oversubscribing.

To answer your question, Yes, you can link your Azure subscription to the Power Platform and avoid having to pay for additional licenses to develop and publish via Power Pages and Power Automate. Therefore, Pay-as-you-go is a way to pay for Power Apps and Power Automate using an Azure subscription, which allows you to get started building and sharing apps without any license commitment or upfront purchasing. However, you will still need to purchase licenses for your users to access the portal site and use Power Automate. T

  1. If you need a separate Power Pages subscription, it may make more sense for you to sign up for the $200/site/month for 100 authenticated users plan if you have 15 users. You will not need a separate "creator" license as the creator is included in the plan. If you expect to have more than 100 authenticated users, you may want to consider the pay as you go plan.
  2. If you want to integrate with Power Pages, a Power Automate license is required. Therefore, You will need to sign up for a separate Power Automate premium license if you need access to premium features. The Power Pages license does not include Power Automate premium features.
