I understand your concern and I would like to let you know the owner of the video has shared the link to prevent the downloading of the video which has been shared with you:
So, please connect with the owner of the video and request them to share the video either with Edit or View access, so that you can download the shared video:
Here are the steps the owner of the video can do:
Open the OneDrive for Business where the video is stored> Right-click on the Video> Copy Link> Settings> Anyone> At the More Settings, make sure to select either Can Edit or Can View> Share the link with you.
