Tooltips not showing

It's the same for all the other Microsoft Office apps too not just Excel. When I hover nothing happens, but if I go all the way to the bottom of a document where I can select page layout that's when it'll pop up after a second, not on anything up top like copy, trim, or theme colors.

    This worthless shopping list of guesses & maybes is worthless to the OP, especially since it is predominantly Window based... There is no File> Options, Repair Office, Graphics Acceleration, etc. on a Mac.
