Microsoft 365 developer program instant sandbox issue

Hi,

I am trying to join Microsoft 365 developer program to get a 90 days temporary work account or instant sandbox to get created.

But, when i hit join now using my outlook account, it says "You don't qualify for Microsoft 365 developer program sandbox subscription.

Kindly help me resolve this. I need to use this account to work with PowerBI Service and Microsoft Fabric trial practice.
