I work for an Australian busiess, and we unfortunately made a mistake with conditional access policies that has locked out all users.
Is there any information about when Microsoft Technical Support teams will be back from holiday shutdown?
Or can I call any international support to get help?

Perfect good to know! currently on hold to the US number to raise an initial ticket.

As you said "Christmas Shutdown period", did you try to contact US or any other countries?
You should try to contact again. I am reminding you, your case will be resolved by Data protection team, and you have to call again and again to Business support team via Phone support with patience, this is only the way to get resolution. You have to keep patience.
I know it is not too easy process, the Data protection team will do very authentic process for your case. They will take few days. They need handle this sensitive case with standard protocol.
You should also understand this is user to user forum community. But at least you will get correct direction.

Just confirming I have called the Australian number which is closed for the Christmas Shutdown period with no indication of when that ends.
Can I call the United States for example and still get technical support for example
