  1. Assign user A the password admin role.
  2. Let user B request resetting password by clicking "Can’t access your account?" in portal: https://passwordreset.microsoftonline.com/ 3. The message appears: "We're sorry, but your administrator has not set up your account for use with this service. If you'd like, we can contact an administrator in your organization to reset your password for you." Click "contact an administrator".

Before A reset the password B recalled the password and now dont want it to be reset. what be can do?

    Dear Shashi Vishwakarma,

    Good day! Thank you for reaching out!

    Based on your description, once user B clicked "contact your administrator", an email is immediately sent to the admins and the request has already been submitted. If user A has not yet reset the password and user B recalled their password and no longer wants to reset it, user B will have to contact user A and request that they ignore/do not do the request.

    ->User B can't reverse this request.

    In case you have any further queries, please let me know.

    Best Regards,

    Ashraf.
