Right-click the ribbon, choose Customize the ribbon (or QAT), then change the dropdown to All Commands and locate the Edit Links button. If you are customizing the ribbon, you will need to create a new group on one of the tabs to put the button into.

Where did the data --> edit links command go? We have spreadsheets with 20+ external links that it was easier to check/toggle/update/change source via the popup window... which no longer exists? Please help asap.
