First, may I please know if there are multiple global admins available in your school / university organization?

If there are multiple global admins available in your organization, you may need to contact Office 365 global admin department in your related school organization. Because there can reset user account from their side with more security. They can further check certain situation from their side.

For only one global admin scenario in one organization:

If you are only one Office 365 global admin account and you cannot access your global admin account, in this given scenario, you need to contact Office 365 technical or billing support team via Phone support option and request them to transfer you case to proper support team, only they can further help through the backend process.

Because we Office 365 forum moderators have limited permission, due to this reason, we cannot cannot take any action in the public forum for Business tenant and admin account access or admin portal related scenario. your scenario will be transferred to Microsoft's top-level support team for standard and confidential process.

Because, your particular scenario is also related to your tenant's data security. This team will take few days to do their standard verification process. Because this is sensitive case. Only Data protection team will help about your mentioned situation.

While phone call, press "1" as a business email user and press "1" again as technical support. You also need to provide your subscription purchased information such as company name, billing information, phone number etc.
