What a lousy answer. Look at all the bandwidth you wasted with your nonsense when really the only thing worthwhile in this answer are the two links. Other than that, you just wasted space.

When someone asks you a question, answer it, don't redirect. This is fundamental in communications.

Nobody wants to read all the thank you for posting, good day, we can't wait to help you mumbo jumbo. Skip the BS and just answer the question, which you failed to do here altogether. You didn't even try to answer it. Of course the poster knows it can be done. She doesn't need you repeating it. She asked how to do it, not whether it can be done. Learn the difference.

Here's how you correctly answer a question (from one of your colleagues): https://answers.microsoft.com/en-us/msoffice/forum/all/you-do-not-have-permission-to-open-this-web-site/1a30ff33-bd8f-4b14-ac6d-63e22f3b6ac0#:~:text=Make%20sure%20SharePoint%20designer%20is,Administration%20>%20tick%20Enable%20SharePoint%20designer.
