I just needed to enabled RemoteDomain forwarding. Took way too much time digging through documentation to find the answer.
Set-RemoteDomain Default -AutoForwardEnabled $true

Exchange 2019 Std on-prem.
We need to set up an inbox/mailbox rule (although I suppose it could also be a mailflow/transport rule) where an email from specific outside sender A to specific internal recipient X is both stored in the mailbox normally and forwarded to another outside recipient B.
External Domain Sender A (example@whatever .com) -> Internal Recipient X (me@Company portal .com)
Internal Recipient X (me@Company portal .com) -> move to folder + mark as read + Forward to External Domain Recipient B (example2@whatever2.com)
This works perfectly fine if B is an internal address. However, whenever B is an external domain, it fails, no matter what method I try (forward, relay, etc etc)
Any ideas on where the problem may be? All other email flows normally.

You may create a 'Mail Contact' for the external recipient. Then, you should be able to forward to the external contact
