Can the following sequence be generated automatically and reset at the end of the year?

Hi all

I am trying to automatically generate the following sequence in column C when the cell in column B is populated and then have it reset at the end of the year.

001-24

002-24

003-24

New Year

001-25

002-25

003-25

Etc.

I have been able to create the "001" portion using custom number formatting but lose this when I concatenate with "-" and "24".
