Access changes when Sharing a SharePoint file

When I try to Share a file from Sharepoint to a group, I set the share permission to "Anyone" but when I actually share it the permission says "This invite will only work for you and people with existing access"

I have not changed any permissions or access or anything. I have it set for anyone but it changes the permission when it sends and then people that are forwarded the shared file cannot access it despite being having the setting as "anyone" initally

    1. Screenshot of the behavior and error when you are trying to share the content in the site to the group?
    2. Type of group sharing? Is it Distribution List, Office 365 group, Security group, or Mail-Enabled Security group?
    3. Do other users are having the same issue?
    4. Are you able to share using Anyone link with individual users?
