Sharepoint "Approve/Reject" button missing

Our company uses sharepoint online. For the last 2 years we have users that are able to see "approve./reject." Recently, this has been removed for some users and now shows "submit for approval". We are dependent on this button as we have certain users designated to approve certain folders/files. Please help.
