Sensitivity Analysis Error - showing the same value

Cant seem to figure out why the what-if analysis are showing the same value
This is what in inputted
Row input cell: $C$27
Column input cell: $C$28

I've referenced and included the formula in all the variables used

Microsoft 365 and Office | Excel | For home | MacOS
