Footnote separator changes aren’t saving

Help! A document I’m working on keeps adding footnote separator lines - at last count, there are ELEVEN lines and/or spaces above the footnote. I’ve followed the “draft view-references-footnote-separator” process multiple times. Each time I delete all of the extra lines and spaces or hit “revert” (I’ve done both multiple times), go back to print view, and voila - perfect footnotes. Then, before my very eyes, the eleven lines pop back up! The document will have shown as saved with the correct format, and upon the next refresh they revert back to the crazy. No one who has worked in the document has any idea where they came from in the first place - the first time I noticed this there were maybe 3 or 4 lines, but it seems like each day another few get added to the default. I’ve also tried reuploading our template, and that made no difference. Any thoughts?

    Thank you for the offer! It’s work related so I can’t send it outside the organization, but I re-uploaded our template and that seemed to fix the issue.
