Do we know if/when the (free) Microsoft 365 Developer Program aimed at students and learning developers is returning? This was suspended back in January, and the Developer Blog post indicated there would be an update in 2-4 weeks, though it has been over two months since that comment and the replies have since been disabled.
Currently, the Developer Program is only available to those with paid enterprise subscriptions to Visual Studio.
Myself and many others were blindsided by this unexpected change and have lost access to Microsoft 365, and have been left in the dark regarding whether the program is actually returning, and with each passing day without any word, it feels more and more like there never was a plan to continue access for student and learners.

Sorry for this inconvenience. You are absolutely correct. Microsoft has currently limited Microsoft 365 Developer subscription to developers/organizations with active subscription with Visual Studio subscription. So if you do not qualify, you will have to purchase a Microsoft 365 plan and configure it for development as recommended.

However, there isn't any indication of free Microsoft 365 Developer Program is returning any time. I will advise you follow the information provided if you need to use Microsoft 365 Developer Program.
