Thank you for publishing in Microsoft Community. We are happy to help you. Based on the description you have shared; we understand that you can't access your admin portal.Typically this can be a temporary issue, browser issue some back end issue or organization environment setting.

Regarding to his problem, I suggest you do the following tests to narrow down the issue:

1. Please try other browsers or open the browser via InPrivate mode and see how it goes.  
2. Please sign in Office 365 admin center using other admin accounts and check if there is any error message.
3. If possible, please try another network connection and check whether you can sign in successfully.
4. Are you in a hybrid environment or a pure cloud environment
