I cannot access Microsoft Support

When I try to access ANY Microsoft support page I always get this same error:

You don't have permission to access "http://support.microsoft.com/es-es" on this server.

No matter what I do, I tried incognito browsing, clearing cookies and cache, using a different wifi, nothing works, why am I locked out of accessing support? I have created support chats in the past.
