Microsoft Visual Studio Installer Projects is not installing

Hi, I am running Visual Studio 2015 Express for Windows Desktop but its is failing to install Microsoft Visual Studio Installer Projects under Tools> Extensions and Updates. Why?

And when i try to install from the website: https://marketplace.visualstudio.com/items?itemName=VisualStudioClient.MicrosoftVisualStudio2015InstallerProjects

Its downloads but when i run the setup, it says Microsoft Visual Studio is required, but it is not installed on this computer. Please install it and retry. So what can I do? I am stuck and have deadlines to meet.

Kindly advise and assist me. It is urgent.
