Cannot activate Office after reinstall

Activation cannot complete due to "no network connection" despite connection up and working for all other apps.

Outlook stopped connecting to one of my business accounts.

Ran repairs - still wouldn't connect.

Deleted Office credentials in credential manager. No change.

Used Office removal tool and restarted. Cleared cache.

Reinstalled office. Updated office. Turned off antivirus.

Try to activate, get "No network connection" error [2603].

Office sees the user, but not the activation account.

Click Sign in and gives the "no network error"

Running Windows 11 Pro V 23H2 build 22631.3527

Signed in via Windows.

Connection to Internet is up.

    Went to Internet Options, changed the Connections Automatic detect settings, restarted. Now instead of an error, Word and Excel let me enter my email address on the activation window on launch, then sends me back to sign in, where previously it had given an error.

    VPN & AV off.

    Flushed network stack and restarted.

    Stuck in a loop.

    This sometimes related to the network settings

    Please try to Turn On the LAN settings

    1. control panel
    2. network and internet options/internet options
    3. connections tab
    4. LAN settings
    5. Turn on Automatically detect settings
