    Please perform the following steps:

    1) Open administrative command prompt and type or copy and paste:

    msinfo32
    sfc /scannow
    dism /online /cleanup-image /restorehealth
    msdt.exe -id DeviceDiagnostic

    2) Post and image of the commands with results into this thread

    3) For MSinfo32 system information > click on file > click on save > save as NFO (do not save as text) > post a share link into this thread using one drive, drop box, or google drive

    4) Run the Windows hardware and devices troubleshooter > click advanced > un-check the box to fix automatically >click detail > post an image of the detailed results into this thread

    5) Open device manager > click view > click show hidden devices > manually expand all rows > look for any row displaying a yellow triangle with black exclamation mark or unknown device > post images into this thread > look for cameras > right click > click properties > post images of the tabs

Go to Settings > Open Camera Settings > Camera access for this device must be On > Allow apps to access camera

Check camera is working or not.

If not then open Device Manager > Select Camera and expand it > Right click on it to select Uninstall device. Do not uninstall the software of camera > OK > Scan for hardware changes > Reboot > Update the software of camera from the support site of the manufacturer.

Make sure you have enabled your camera via shortcut keys of your laptop.
