Which version of Office are you using now?
Did Office intall any updates before this issue occurred?
Please go to Excel, click File > Options > Trust Center > Trust Center Settings > Add-ins, please ensure you do not ticke any options.
Then locate to Trusted Locations > make sure the root directory of "SecureCBDdin.Connect" is added as a trusted location.
If there is any launcher program related to "SecureCBDdin.Connect", you may also try to run it after you open Excel.
