Device Base activation disabled on SCCM

I am trying to install Office 2019 ProPlus to all my client which are currently using Office 2016 using SCCM (Version 2103)

But Device based Authentication is grayed out as you can see in the picture. i do not want to use user based authentication.

Any one has an idea how can i fix it and use device based authentication ?

    Instead of just sending them off to other URLs, perhaps you could explain the difference?

    Are the Product Activation settings in this wizard not applicable when using it for Office 2019? If so, then it would be helpful if the documentation better reflected that.
