Conditional Formatting a Pivot Table

I am formatting a pivot table using conditional formatting. I generated ~60 rules based on a formula and assigned it to "This Pivot Table", the formatting works, but each time I save the file and reopen the majority disappear and I'm left with only 12. What am I doing wrong? How do I keep ALL of the conditions not just a handful? Is there a maximum?

    I would like to help you check the issue. Without a sample file, it is hard for me to share any suggestion on this. Can you upload it to OneDrive or any other cloud drive for investigation and then post the link here.

    *Please make sure you have removed any sensitive or private information in the sample file before uploading.

    There is no such limitation in Excel. I have tested creating 60+ rules for a povit table. After closing and reopening, all the rules keep.
