AIP Scanner doesn't enforce the discovered result

Hi

I have setup the AIP Scanner for on-prem file server's documents auto -labeling. However it seems doesn't work enforced the result even though discovered all the docs properly.

when I checked the logs, it says "no label and action to apply" on comment section.

Please refer below screenshot and appreciate the help on this.
