Can two users switch subscriptions to each other?

I've just taken over the admin responsibilities and I want to know how to transfer user A's subscription to user B, and can they switch between themselves?

Good day! Thank you for posting in the Microsoft Community. We'll be happy to help!

First of all, we regret for the inconvenience caused to your work. Based on your description, I have a general understanding of your question, according to my test and research, only admin can change the license from one user to another through the M365 admin center. As admin you can unassign the license from the user A and re-assign to user B. For your reference:

  1. Sign into the Microsoft 365 admin center **** using your admin credentials >Go to the Users > Active users page.
  2. Select the user whose license you want to change >Click on Manage Product licenses.
  3. Uncheck the box next to Microsoft 365 F3 license for the current user and Save changes button.
  4. Then select the user to whom you want to assign the F3 license >Click on Click on Manage Product licenses >Check the box next to Microsoft 365 F3 license for the new user.
  5. Click on the Save changes button.
