Why Microsoft Loop only allows 4 rules per table?

Additionally, why can't you only make rules for columns and not rows?

Once the rule is meet in one of the rows of one column, then it stops working.

If my rules says : When entering Yes in Column one send a message to Teams, the second time I enter a Yes in any other row, the rule does not work

Rules should be for columns and rows

Column 1 Column 2 Column 3 Column 4
Yes/No
Yes/No
Yes/No
Microsoft 365 and Office | Install, redeem, activate | Other | Other
