It can be a bit confusing but let me clarify the differences between Microsoft 365 Business Basic and Office 365 Business Basic for you.
Microsoft 365 Business Basic: This plan includes web and mobile versions of Office apps like Word, Excel, PowerPoint, and Outlook. It does not include the desktop versions of these apps. It also includes services like Microsoft Teams, Exchange, OneDrive, and SharePoint.
Office 365 Business Basic: This plan is essentially the same as Microsoft 365 Business Basic. The name change was part of Microsoft's rebranding effort to unify its product offerings under the Microsoft 365 umbrella.
Given that you mentioned some employees are able to use the desktop apps of Word, Excel, Outlook, and Teams, it seems they might have been assigned a different license that includes these desktop apps, such as Microsoft 365 Business Standard or Microsoft 365 Apps for business. To ensure that the correct licenses are assigned, you can check the licenses assigned to the users in the Microsoft 365 admin center. If they have been assigned Microsoft 365 Business Basic, they should not have access to the desktop versions of the Office apps.
