Hi Anzec_data,

Thank you for connecting with us in Microsoft community.

According to your description, Office 365 global admin can manage Office 365 mailbox permission from admin center as per this official document Give mailbox permissions to another user - Admin Help - Microsoft 365 admin | Microsoft Learn, you have to refer this detailed official document.

Here is also one another official document to know process; Manage permissions for recipients in Exchange Online | Microsoft Learn

If you need any further information, please feel free to contact us.

I would really appreciating your kind cooperation.

Have a good day.

Sincerely,

Vaidya Darpan

The vendor should have the instructions for you? You probably won't be their first customer who need to grant this access?

    Warm Regards
