Subscription billing trouble

I have a subscription to cloud for $1.99 a month. It was being paid through my verizon cell phone bill. Verizon will no longer bill for microsoft. I tried to change my method of payment on microsoft website but nothing seems to work. I have cancelled the subscription through Verizon. I also turned off auto pay. On the microsoft billing page I have made sure the recurring payment is turned on. I tried to upgrade my subscription but it still won't take my payment because I owe them money. I have tried payment methods from credit cards and directly through my checking account. Nothing works. I cannot send or receive email. I have spent a zillion hours trying to figure out the problem. Please help!

Verizon no longer bills Microsoft. Since your subscription wasn’t automatically renewed due to a payment issue with Verizon, it continued past the expiration date. After the grace period, the subscription will be suspended, but you don’t need to pay what is owed. Contact Microsoft support here https://support.microsoft.com/en-us/contactus and they will cancel the previous subscription. You can then purchase the subscription again without losing any data on your cloud.

I know this since this is the exact thing that happened to me.

I never see anywhere that cloud storage is an option. Is Microsoft 365 what I have?
