Backup from deleted DB

I recently copied a sql database and then deleted original broken database - replicating a broken database

It is an S1 package with 20 DTU's at around £28 p/m

I have gone into my deleted original database and attempted to restore the deleted database to a date and time available before when it was broken and working.

However, when going to create the deleted DB at the chosen restore point i get this:

It is giving me the only option of Gen 5 with 2 vcores??

    Allow the GUI to use that service tier. After the database is restored you can change the service tier of the database to the type you want (DTU-mode, v-corde) and to the service tier you want.
